Deputy Commissioner Nishant Kumar Yadav on Wednesday ordered the evacuation of two towers in a residential complex here, days after ordering authorities to demolish another tower.
Two women were killed when the dining room floor of an apartment on the sixth floor of Tower D in Chintels Paradiso in Sector 109 collapsed on Feb. 10, causing the roofs and floors below to collapse to the first floor.
The incident prompted authorities to conduct a structural audit of several high-rise buildings in the city.
In March, a preliminary inspection report submitted by IIT-Delhi to a magisterial commission investigating the collapse found that the steel reinforcements in the rubble and collapsed section were corroded and there were rust spots on patches of concrete.
Yadav, who is also the district magistrate, ordered the tower’s demolition on Saturday citing the IIT-Delhi report. According to the report, Tower-D’s structure is not safe for habitation, nor is it technically and economically viable for any kind of repair.
A magisterial inquiry led by Additional Deputy Commissioner Vishram Kumar Meena confirmed IIT-Delhi’s recommendation to not only demolish Tower D, but also clear Towers A, B, C, E, F, G, H and J until further investigation .
Yadav, who shared the IIT report on Saturday, said the team had found structural flaws in the tower’s construction, which cannot be repaired for technical and economic reasons. “Therefore, the entire tower D of the Chintels Paradiso society must be demolished,” Yadav said.
The administration has also instructed the developer to settle allottees’ claims within 60 days.
The investigation found that both the developer and the contractor who repaired the flat were responsible for the collapse.
“I am ordering Chintels India to close Tower-D permanently and start the demolition process. Furthermore, an order is being issued to settle the rights/liability of apartment owners of the residential complex Tower-D of Chintels Paradiso Sector-I 09 Gurugram within a period of 60 days from the date of issuance of this order,” Yadav said in his statement. command. .
The magisterial investigation found repair work (retrofitting) in Flat D-603 as the main reason behind the collapse and held both Chintels India and M/s Manish Switchgear and Construction responsible.
The committee also recommended immediate evacuation towers E and F for the safety of residents and asked the Shriram Institute to expedite the sampling process.
“IIT Delhi’s final report also stated that the remaining towers, namely A, B, C, E, F, G, H and J, should also be evacuated until the ongoing investigation by the team is completed in the interest of safety of the residents. . Therefore, the committee agrees with the report of IIT Delhi. The developer must be given immediate instructions,” the committee said in its report.
