The Delhi government has asked all private schools in the capital to refund the tuition fees of minority students. This order has been executed for 2020-21 and 2021-22. The private schools have been instructed to follow this sequence for all immigrant students from grades 1 to 12.
The move was taken because it “adversely affected the Delhi Government’s motto regarding on-time payment under the scheme to the beneficiary student.” In addition, schools in Delhi were also asked to complete the online verification of all such applications on the e-district portal. The official notice states that the tuition fee for the minority student is to be paid by the Government of Delhi as per the guidelines of the scheme.

The issue of reimbursement of minority students’ fees has come under scrutiny as some schools reportedly failed to complete the entire process on time. The schools have been asked to complete the refund process by May 12. The government has now asked for the process to be speeded up. With this in mind, the official circular has instructed all DDEs (Zones) to collect a paper copy of the certificate from private schools, which has been verified online.
Meanwhile, the Delhi High Court had previously ordered the Delhi government to place advertisements in leading newspapers informing prospective students about the remaining unfilled places in the general category in several private schools. The direction has been given due to the Covid-19 pandemic, whereby teachers can be housed in the corresponding higher classes.

The Supreme Court’s order came while noting that several petitions have been filed from various private schools in Delhi complaining that despite their best efforts they were unable to secure all available places in the general category in the entry-level class in the academic session 2020-2021 due to the pandemic. The court said the ad must clearly state the details of the schools that have unfilled seats in the general category, against which admissions can be granted to students, and must be consulted on the DoE’s website.
