In an effort to improve English fluency among the youth, the Delhi government is launching a free spoken English program. The new initiative was launched on Saturday by Delhi Chief Minister Arvind Kejriwal. The course aims to help young people who lack communication skills and develop their overall personality.
“We are announcing a ‘Spoken English’ program for young people who lack communication skills. The Delhi Skill and Entrepreneurship University was supposed to teach this course. It would help develop a person’s personality and also improve the student’s employment opportunities,” the prime minister told ANI news agency.

During the event, Kejriwal shared that in Phase 1 of the program, they will provide training to as many as 1 lakh students in one year. The training would be delivered in a total of 50 centers across Delhi. After this, the initiative will be scaled up, according to the CM.
Kejriwal said that young people between the ages of 18 and 35 are eligible to participate in the course which will last three to four months. He assured that the timing of the training would be flexible and completely free of charge. However, an amount of Rs 950 will be retained as a security deposit which will be returned to the candidate upon successful completion of the course.
For the course, the Delhi government will join forces with Macmillan and Wordsworth, while the assessments during the training will be carried out by the University of Cambridge. The courses will be available to those working part-time in the evenings and weekends, according to Hindustan Times.
The CM stressed that underprivileged children from the poor and lower middle class of society are usually not proficient when it comes to speaking English. Because of this, he added, these children are left behind and struggling to find a job. While children receive quality education in government schools in Delhi, the course will ensure that they become fluent in English, the CM said.
