The University Grants Commission (UGC) has issued a letter regarding the refund of tuition fees and the return of original documents to the students.
Universities and higher education institutions have been warned against punitive measures, including withholding grants, revocation of membership and ineligibility for general and special programs in case of non-compliance with the tuition refund policy and failure to retain original certificates as announced on August 2.
The decision was made after the delay in the JEE Main, CUET and JEE Advanced exams, which caused further delays in admissions. Therefore, in order to avoid the financial difficulties faced by parents, the UGC has instructed the universities to refund the fees to candidates.

In August, UGC announced the 2022-23 refund policy, requiring the educational institutions to refund the full amount, including all fees, due to cancellations of admissions and student migration.
In its notification, UGC had asked institutions to refund full tuition fees until October 31 due to cancellation of admissions or student migration.
UGC also made it clear that the full fee must be refunded and that there must be “zero cancellation fees”. It stated that even in the event of cancellation/withdrawal of withdrawals until December 31, 2022, the full fee will be refunded after deducting no more than Rs 1,000 as a processing fee.
An official statement from UGC stated: “In order to avoid financial difficulties for the parents, UGC has decided that the higher education institutions must fully reimburse the costs due to all cancellations of student admissions/migration, until October 31, 2022 for the academic session 2022-23 as a special case.It has been made clear that in the event of cancellation/migration up to and including October 31, 2022, the full fee including all costs must be refunded. Thereafter, in the event of cancellation/withdrawal of admissions up to December 31, 2022, the entire fee will be collected from a student will be refunded in full after deducting no more than Rs 1,000 as a processing fee.
