New Delhi:
The central government is considering whether to create an appeal panel with the power to overturn the content moderation decisions of social media companies, the Ministry of Information Technology said, in what would be the first such move of its kind globally.
The disclosure came in a document gathering public comments about plans for changes to IT rules that came into effect last year that aim to regulate social media content and make companies like Facebook, YouTube more accountable. and Twitter.
According to the document, made public on Thursday, there could be more than one such appeal panel.
It sets a 30-day deadline for appeals against decisions made by the company’s complaints officer, while the panels themselves have an additional 30 days to hear the case.
Social media companies are already required to have an internal complaints officer and appoint executives to coordinate with law enforcement officials.
“The intermediary will respect the rights citizens have under the constitution,” the draft rules say in a newly added section, citing social media companies.
