The Delhi High Court on Monday asked for a status report from the Delhi Police in a petition related to fake bomb emails in Delhi public schools and other schools.
The Supreme Court has also ordered the filing of an action plan for dealing with such incidents.
Judge Prathiba M Singh, at the request of lawyer Arpit Bhargav, notified the Delhi Police and the Government of Delhi.
Lawyer Beenashaw Nanda Soni appeared for the petitioner. The petitioner’s child is a student at Delhi Public School. She argued that such incidents cause extreme trauma and stress to the parents.
The bank has called for a status report from the Delhi Police in a petition related to hoax emails related to bombs.
The Supreme Court has also sought a full action plan to deal with the matter in six weeks.
The bank has also set up an Action Committee of Unsupported Schools and another organization representing schools at the suggestion of Delhi Government counsel.
The Supreme Court has ordered the petitioner to file an amended memo of the parties within one week.
The case was listed for further hearing on July 31.
The petitioner said he is mortified by the lax and lax approach of the Delhi Government and the Delhi Police in dealing with frequent bomb threat emails received in schools in Delhi and the consequent failure of the authorities to ensure security and security of children, teachers, staff, and the other stakeholders in schools in Delhi and to prevent its recurrence leading to extreme trauma, stress, harassment, discomfort and fear in the mind of everyone including the petitioner whose child is studying in DPS Mathura Road, where such an incident happened recently on April 26, 2023.
The petitioner has requested the formulation of a detailed action plan and its implementation by the government and the police as there is no action plan that the petitioner could see anywhere in relation to such incidents which can cause great damage to one’s family and have a major impact .
The action plan covers dealing with such repeated incidents of bomb threats in schools across Delhi, and preparing regular evacuation drills and other drills to be undertaken for the safety and security of children studying in schools ill-equipped to deal with such disasters, the petition filed.
Petitioner Arpit Bhargav has also sought steps taken by the Delhi Police in the recent past to prevent recurrence in the future regarding bomb threat emails received at schools in Delhi.
He has also requested instructions from the Government of Delhi and the Delhi Police to identify miscreants, take strict measures against such persons and establish accountability in a time-bound manner so that regular education is not occasionally disrupted by such false bomb threats by a few who use the system to pay ransom.
In November 2022, a miscreant emailed about the presence of a bomb in the INDIAN SCHOOL, Sadiq Nagar. However, it turned out to be a hoax.
On April 12, 2023, an email was received in INDIAN SCHOOL, Sadiq Nagar regarding the presence of a bomb on the school premises.
“However, according to media reports, it turned out to be another hoax and since then there has been no response from the government or the police disclosing the steps taken to prevent the recurrence of such incidents. Not only this, according to the media reports that the Delhi Police itself is as yet unaware of the identity of the perpetrator,” the petition said.
On May 11, 2023, another email was received in DPS Mathura Road regarding the presence of a bomb in the school building where the Petitioner’s child is studying. However, it turned out to be another hoax.
“Coordinated efforts and mechanisms should be put in place to eliminate the possibility of recurrence of such incidents, especially when it comes to schools where the future generation is being educated,” said the petitioner.
If the children studying in schools are repeatedly and constantly threatened, it is the collective failure of everyone to provide them with a safe environment, he added.
The petition argued that the urgent need of the hour is to address without further delay the issue(s) raised in the present petition and have a detailed plan of action drawn up in relation to such incidents of bomb threats in schools and implement it in a time-bound manner with detailed standard practices to follow, including regular evacuation drills involving every parent and child, automatic emergency alerting instead of manual calling, streamlining processes outside of schools chance of chaos and other improvements.
“Suggestions can also be obtained from all parents/teachers (without disclosing their identities) by involving them and other stakeholders in the policy-making process,” said the petitioner.
