Om Birla said continuous efforts are being made to improve the quality of debates
New Delhi:
Amid concerns expressed in some quarters about the debates in parliament, Lok Sabha chairman Om Birla said on Saturday that quality debates are taking place in the House and he is working to improve them further.
Mr Birla listed several initiatives such as upgrading the library and providing research materials to MPs taken by the Lok Sabha secretariat during his tenure as chairman.
Continuous efforts are being made to improve the quality of the debates, he said.
Chief Justice of India NV Ramana had expressed concern about debates in parliament last year and said it was in a “sorry state of affairs”. “There are many gaps and ambiguity in the legislative process because of the lack of debates,” he had said.
Asked about Judge Ramana’s comments, Mr Birla said there are quality debates in Parliament.
“Debates are taking place in Parliament… quality debates are taking place. We are working to further improve quality. The Lok Sabha Secretariat has organized briefing sessions by domain experts for MPs on bills listed for introduction. given to them,” said the Lok Sabha Speaker.
Several efforts have been made to further improve the library and now home deliveries for MPs have also started, he said.
“It should be noted that each bill is discussed for more than two hours on average,” Birla said.
Mr Birla, who will complete three years as a Lok Sabha speaker on Sunday, said the House productivity is over 100 percent and has worked nearly 1,000 hours in eight sessions in the 17th Lok Sabha so far.
