The Rajya Sabha Secretariat has released a code of conduct for its members, a day ahead of the winter session of parliament that begins on Tuesday.
The designation for the ‘Code of Conduct’ came from President of the Senate Om Birla, who informed the chairman of a committee: “The proceedings of a committee are treated confidentially and are not allowed for a member of the committee or anyone who has access to shall have as its duties to communicate to the media, directly or indirectly, any information regarding the proceedings, including the report or any conclusions reached, whether final or provisional, before the report is submitted to the House.”
According to the statement, of the Rules of Procedure and Codes of Conduct, the members of Rajya Sabha should “acknowledge their responsibility to maintain the public’s trust in them and work diligently to carry out their mandate for the common good of the people. ” .”

Under the rules and regulations, members must not do anything that would discredit parliament and affect their credibility, and members must use their position as members of parliament to promote the general good of the people.
“In their dealings, if members discover that there is a conflict between their personal interests and the public trust they hold, they must resolve such conflict in a manner that subordinates their private interests to the duty of their public office,” it said. added that members should use their position as MPs to promote the general welfare of the people.
Members must always ensure that their personal financial interests and those of members of their immediate family do not conflict with the public interest and if such conflict ever arises they must endeavor to resolve such conflict in a manner that the public interest is not at risk, the bulletin said.
It also stated that members should never expect or accept any fees, allowances or benefits for a vote, whether or not they have taken it in the House, for introducing a bill, for introducing a resolution or for waiving a resolution , asking a question or abstaining from asking a question or participating in the deliberations of the House or a parliamentary committee.
Members may not accept gifts that may interfere with the fair and impartial performance of their official duties. However, they may accept occasional gifts or inexpensive mementos and customary hospitality. Members holding public office must use public resources in a manner that may lead to the public good.
If Members are in possession of confidential information because they are MPs or members of parliamentary committees, they are not allowed to disclose such information in order to promote their personal interests, according to the rules.
Members should refrain from issuing certificates to persons and institutions of which they have no personal knowledge and which are not based on facts. Members may not willingly support a cause of which they have little or no knowledge.
The Code of Conduct states that members must not abuse the facilities and amenities made available to them, that they must have no respect for any religion and must be committed to promoting secular values, and that they fundamental duties of the Constitution.
Members of the Senate are expected to uphold high standards of morality, dignity, decency and values in public life. The Rajya Sabha has been a source of clashes between the treasury banks and the opposition during both the last winter session and the 2021 monsoon session.
