The Supreme Court today interviewed the decision of Tamil Nadu, the decisions of RN Ravi, to park bills for approval that the state meeting was assumed, and asked why it took him three years to find issues in the bill.
The impasse between the Tamil Nadu governor and the state government on the cleaning of accounts first reached the Supreme Court in 2023, where the State Government told the Top Court that the Governor had referred 10 legislative proposals to President Droupadi Murmu.
The Supreme Court has again expressed his concern and said it seems as if the governor has set up his procedure.
The Supreme Court has framed several questions for the hearing that is planned for Friday and asked:
- Does the governor have to give no reasons to return an account?
- Can the governor be hired a bill to the president for the second time?
- Can the governor send all types of bills to the president?
- Can the governor be set a time limit to make a decision?
- Is the Governor certainly an approval with a bill that was accepted by the meeting for the second time?
- What is expected from the president?
The state government has argued that the governor cannot be the supreme legislator and violates the principles of parliamentary democracy.
In 2023, the Supreme Court, while hearing a petition submitted by the Tamil Nadu government, expressed 'serious concern' about the delay by the governors when the accounts adopted by the state permits.
In the past, the Tamil Nadu government has accused the Governor of it to deliberately postpone the approval of the accounts and to endure the development of the State by “undermining the chosen administration”.
