He slammed the Congress and its allies for not allowing the passage of this bill when they were in power.
If given a chance, Congress will back down on this bill, which aims to give 33 percent reservation to women in Parliament and state legislatures, he said.
Modi said the Congress has lost its willpower and the workers on the ground have gone quiet.

“First the Congress was ruined (electorally) and then declared bankrupt. The conference is now rented out under a contract. They come up with their policies and slogans. It is not led by leaders,” the Prime Minister said.
He said the Congress has been outsourced and “the urban Naxals have been given the contract”.
“They have the power in Congress, which is felt by the workers of that party on the ground. Congress is becoming redundant on the ground,” he added.
Modi said he wanted to warn women from Madhya Pradesh as the alliance “ghamandia” (INDIA) has reluctantly supported the women’s quota law.
“Their allies have obstructed passage of the bill for the past thirty years. Now they are raising their hands out of compulsion as the women wake up. They have run the government with a majority for decades, but why haven’t they pushed through the bill?” Modi asked.
He said women must remain alert to the attempts to divide them and added that the opposition will try to find holes in this bill.
Modi also targeted Rahul Gandhi without taking his name, telling Congress leaders born with a silver spoon: “The life of poor people is like adventure tourism and picnic, and the poor man’s agricultural field is a place for video recordings and photo sessions”.
He said the new voters in Parliament are fortunate to have seen only the BJP’s rule in the state, which is the important center of India’s development vision.
For a developed India, MPs should also be developed, he added.
Modi said the Congress wanted people to remain poor in its own interest.
“During its earlier rule, the Congress had pushed the MP, who has rich resources, into a BIMARU (laggard) state, while in the last five years, over 13.5 million people have emerged from poverty in the country under the BJP government,” said the Prime Minister. said.
The Congress had created a BIMARU state during its long post-independence rule. If given a chance, it will become MP BIMARU again, Modi added.
He also slammed the Congress for criticizing the BJP over the construction of the new Parliament building, quality roads and modern railway stations.
“Congress is spreading negativity. They do not like the performance of the nation. They want to take the country back to the 20th century,” Modi said, adding that Congress destroyed the country’s ruled states with tens of millions of corruption.
He said the Congress had opposed the digital payment system but the world is impressed with the UPI mode.
After Modi reached the stage at the venue, a group of women members of the BJP honored him with a huge garland for passing the Women Reservation Bill.
