A French Senate investigation into chaotic scenes during the Champions League final in Paris in May concluded on Wednesday that the problems were caused by a “series of dysfunctions” in the organisation, rather than Liverpool supporters as the government claimed. “These dysfunctions were at every level, not just during the implementation (during the game) but also during the pre-preparations,” study co-chair Laurent Lafon told reporters at a news conference.
The “dysfunctions” include not anticipating how supporters would get to the stadium due to a transport strike, insufficient instructions and the use of police checks that created pressure points on the way to the match.
The fact-finding mission led by two senators has heard witnesses since the Liverpool-Real Madrid match on May 28, which was marred by delayed kick-off, crushes, tear gas and street crime.
The investigation rejected the issue of false tickets, the late arrival of supporters at the stadium or the presence of thousands of fans without tickets as the main causes.
Interior Minister Gerald Darmanin had suggested all these factors to explain the fiasco, which was a national disgrace to France.

“It is not the number of people around the stadium that is the cause of these dysfunctions,” Lafon added.
