Current ICC president Greg Barclay on Tuesday declined to seek a third term after his term expires on November 30, fueling speculation about the future of BCCI secretary Jay Shah at the sport's governing body. Whether Shah will be interested in throwing his hat in the ring will become clear on August 27, the last date for submitting nominations for the post of president. An ICC president is eligible for three terms of two years each and Barclay, a New Zealand lawyer, has so far served four years.
“ICC President Greg Barclay confirmed to the Board that he will not seek a third term and will step down when his current term expires at the end of November. Barclay was appointed as an independent ICC President in November 2020, before being re-elected in 2022,” the ICC said in a statement.
Under ICC rules, the election of the President is by 16 votes and now a simple majority of nine votes (51%) is required for the winner. Previously, the incumbent President had to have a two-thirds majority to become President.
“Current directors must now submit nominations for the next chairman by 27 August 2024 and if there is more than one candidate, an election will be held with the new chairman’s term commencing on 1 December 2024.” Shah is regarded as one of the most influential faces in the ICC boardroom. He currently heads the ICC’s all-powerful Finance and Commercial Affairs (F&CA) sub-committee.
He enjoys a lot of goodwill among most of the 16 voting members. Shah currently has one year left as BCCI secretary before he enters a mandatory three-year cooling-off period from October 2025.
According to the Supreme Court-approved BCCI constitution, an office bearer can serve for six years before having to enter a three-year cooling-off period. In total, a person can serve a cumulative 18 years in office, nine in the state association and nine in the BCCI.
If Shah decides to join the ICC while he has one year left as secretary, he will have four years left with the BCCI.
At 35, he could be the youngest president in ICC history.
Jagmohan Dalmiya, Sharad Pawar, N Srinivasan and Shashank Manohar are the Indians who have previously headed the ICC.
