Union Minister Chirag Paswan today made it clear that he is against “reservation within reservation” as implemented by his ally BJP in Haryana. In its first meeting this week, Haryana Chief Minister Nayab Singh Saini's office decided to divide the quota for Scheduled Castes and Scheduled Tribes and give a portion of it to sub-groups that are less represented in employment and education.
“The Lok Janshakti Party (Ramvilas Paswan) has made it clear that we do not support this. I think we should talk about communities, not caste,” Chirag Paswan told reporters today.
“Especially when you talk about scheduled castes, the basis of which was untouchability, some customs continue to perpetuate this even today… If such sub-classifications were somehow made, under such circumstances it would create problems and the like perpetuate divisions,” Mr Paswan added.

Currently, there is a reservation of 15 percent for Scheduled Castes and 7.5 percent for Scheduled Tribes.
In 2004, a five-judge Constitution bench had banned preferential treatment of sub-castes within communities, arguing that Scheduled Castes and Scheduled Tribes constitute homogeneous groups.
But on August 1, a seven-member bench of the Supreme Court allowed subclassification within reserved category groups for affirmative action.
The Haryana government said it could now allocate specific quota within the 22.5 percent reservation to sub-groups within the SCs and STs that have smaller representation in employment and education.
In August, ahead of the Assembly elections, the Haryana Scheduled Castes Committee had recommended dividing Dalit communities into two categories: Disadvantaged Scheduled Castes and Other Scheduled Castes. The move had helped the BJP gain a share of the SC votes, increasing its tally in the communally dominated seats from five to 17.
It was a huge help for the BJP, which went on to win a record third consecutive term in Haryana.
