Tamil Nadu Chief Minister and DMK leader MK Stalin and Tamil Nadu Governor RN Ravi were rarely on the same page when it came to governance. In the latest flashpoint, RN Ravi on Monday walked out of the first session of the Tamil Nadu Assembly in 2024. The governor refused to read out the customary speech prepared by the government on “factual and moral grounds”.
The governor claimed that the speech contained numerous passages with which he disagreed on factual and moral grounds, and that granting his vote to them would be a constitutional travesty.
“My repeated request and advice to show due respect for the national anthem and to play it at the beginning and end of the speech has been ignored. This speech contains numerous passages with which I convincingly disagree on factual and moral grounds. I borrow my vote to “They would be a constitutional travesty. I therefore conclude my speech with regard to the House. I wish this House a productive and healthy discussion for the good of the people,” Governor RN Ravi said.
Speaker of the Tamil Nadu Assembly M. Appavu then started reading out the Tamil interpretation of the Governor's speech.
“The Tamil Nadu government got approval for the governor's customary speech and he was here to read out his speech. He didn't read his speech in full, but I don't want to blame him. The governor also said the national anthem should have been sung. Everyone has a lot of opinions, but if we say everything, it won't be ethical. This government, CM, ministers and MLAs will treat the governor with respect who holds a high position regardless of many differing opinions. I request the Governor of Tamil Nadu, RN Ravi, you say what was in your heart. What we have in our hearts are floods and cyclones that have hit us. We did not get any money, not even a paisa. The Prime Minister's health funds have many funds that cannot be held accountable. Can we do that? ask for it ₹50,000 crore from the PM Care fund? It would be great if the governor gets it for us,” the speaker said.
Commenting on the Governor, Speaker Appavu said, “The Tamil Nadu Assembly is no less than those who are following the path of Savarkar and Godse.”
Shortly after the speaker concluded his speech, the governor left the House without waiting for the customary singing of the national anthem. “The national anthem will be played last (on the day of the governor's address),” Appavu added, citing the rules of the Tamil Nadu Assembly.
Later, the Tamil Nadu Assembly passed a resolution declaring the governor's speech as fully delivered, including the portions that were not read out.
Similar scenes were witnessed last year on January 9, 2023, when Governor RN Ravi had hurriedly walked out after the passage of a resolution by Prime Minister MK Stalin, which sought to expunge from the records of the House whatever the Governor spoke outside the usual government . -prepared address.
