There is no evidence that Russia or China were complicit in the October 7 attack.

Former US Ambassador to the United Nations Nikki Haley blamed Iran, Russia and China for the October 7 attack on Israel by the Palestinian group Hamas. Touring an area of Israel devastated in the attack, Ms. Haley warned forcefully about the possibility of similar attacks on American soil if the U.S. remains complacent.
Hamas' attack on October 7 resulted in the deaths of 1,200 people and the taking of 250 hostage, marking one of the most devastating terrorist attacks in recent history.
“If we are arrogant enough, an attack like this could absolutely happen in America,” Ms. Haley said.
The former Florida governor claimed that Iran orchestrated the attack, that Russian intelligence provided critical support and that Chinese financing fueled the operation, although she provided no evidence to support these claims. “China has been financing Iran all along. Russian intelligence helped them know where everything was. Iran helped train them. So this is not Hamas. These are all murderers and accomplices,” Ms. Haley said, as quoted by the Times of Israel.
Despite Ms. Haley's allegations, there is no concrete evidence linking Russian or Chinese complicity in the attack.
Russian President Vladimir Putin's government has been particularly critical of Israel since the conflict in Gaza escalated. Moscow has tabled a UN Security Council resolution calling for a halt to the fighting, criticizing Israel's methods in its campaign against Hamas.
China's Foreign Ministry has taken a different approach, announcing plans to host Egyptian President Abdel Fattah el-Sissi and other Arab leaders in Beijing to promote a united position on the Palestinian issue.
Gaza has been subject to Israeli bombardments and ground attacks since October 7, killing 36,050 people, mostly civilians, according to the Health Ministry of the Hamas-administered territory.
