Joe Biden does not seek “regime change” in Russia, the White House said on Saturday after the US president declared in a keynote speech that Vladimir Putin “cannot remain in power”.
“The president’s point was that Putin should not exercise any power over his neighbors or the region,” a White House official said.
“He wasn’t talking about Putin’s power in Russia, or about regime change.”
