Days after Parliamentary Affairs Minister Pralhad Joshi announced a special five-day session in parliament, the Bharatiya Janata Party-led Center set up a high-level committee headed by former President Ram Nath Kovind to make recommendations on the possibility to hold simultaneous elections under the “One Nation, One Election” Proposal.
This sparked speculation that the Center will introduce a proposal to hold the Lok Sabha and Assembly elections together.
The committee, headed by former President Ram Nath Kovind, will review specific amendments to the constitution, the Representation of the People Act and all other relevant laws and regulations necessary to facilitate simultaneous Lok Sabha and Assembly elections and propose.
It will also examine and recommend whether the amendments to the constitution require ratification by the states.
The committee will also analyze and recommend possible solutions for scenarios such as a hung House, passing a vote of no confidence or defection or any other event in the event of concurrent polls.
Parliament’s five-day special session, scheduled for September 18-22, will skip Question Time, Zero Hour and private members’ affairs, according to a report from the Lok Sabha secretariat.
“The members are informed that the thirteenth session of the seventeenth Lok Sabha will commence on Monday, September 18, 2023,” the Lok Sabha secretariat said in a bulletin on Saturday.
The opposition has said the convening of a special session signals a “minor panic” in the central government ahead of elections to the five-state assembly later this year.
